某城中村因强行征地拆迁发生群体性械斗，罩视村民常青因在械斗中失手打死强拆人员而被公安机关提请逮捕，罩视村民对此十分不满，同时反映官商勾结，要求严肃查处从中非法获利的腐败官员。市检察院侦查监督处女检察官张芸在审查常青故意伤害案中，发现报捕的材料矛盾重重，遂与负责查处城中村事件背后渎职犯罪的反渎局局长顾长风相互配合，从犯罪嫌疑人马义成在一起人为的交通事故中死亡入手，顺藤摸瓜，陆续查出强拆公司头目杨胜强、“金玉华庭”老板金玉庭等人与土地规划、房产管理等部门官员相互勾结，非法出让、倒卖土地，违规办理“两证”等犯罪事实。为逃避法律追究，金玉庭等人对顾长风或以金钱收买，或以绑架其年幼的女儿相威胁，顾毫不退缩，并得到对他爱慕已久的张芸的无私帮助。
