中国驻联合国大使意外死亡，古川特工肖（韦斯利·斯奈普斯 Wesley Snipes 饰）是对案件进行调查的负责人。在调查的过程中，古川肖震惊的发现，大使的死是一场精心策划的谋杀，而在这场谋杀的背后，隐藏着的是一个恐怖组织以及他们试图攻击联合国的邪恶计划。正当肖决定根据找到的线索摸清事件真相之时，却震惊的发现自己成为了警方通缉的目标，而他莫名背负上的罪名，竟然正是谋杀联合国大使。不愿意向恶势力屈服的肖决定依靠自己的力量抓住栽赃陷害他的罪魁祸首，亲手帮自己洗清冤屈，在此过程中，一个名叫茱莉亚（Marie Matiko 饰）的女翻译浮出了水面，她手上掌握着破案的关键证据。
