飛虎隊總督察張鐵柱乃匪徒聞風喪膽的罪惡煞星，圣诞颂歌而為打擊利用小島作屏障的軍火走私集團，圣诞颂歌因此他策劃一項「雷霆掃穴」行動，要將黑道集團一網打盡。「凍肉人」賀龍手下控制一群殺手，直接或間接犯下各種嚴重罪行，故此也成爲「雷霆掃穴」的頭號敵人。在行動中，張鐵柱受命與反黑組高級督察汪志強合作，兩人均是警隊的精英份子，實力加乘效果之下，賀龍只有倉皇敗退，而汪志強在一次追捕當中，槍殺了賀龍的手下小黑，其弟聞訊之後誓要爲兄報仇...。
