新宿歌舞伎町を舞台にした東京アンダーグラウンド系アクションエンターテインメント作品。2部作で公開する。まだどことなくあどけなさが残る少女、亚洲千鶴と美音が「解決屋」の事務所へとやってきた。千鶴は援交グループ「JKC」のリーダーで、亚洲援助交際をする少女たちを束ねて大金を稼いでいた。しかし、街のチンピラにみかじめ料を要求され、脅されているという。「250万円の解決料」が払えるんだったら依頼を受けてもいいと言う黒斗。「たったそれだけで助けてくれんの？」千鶴が美音の背負っているカバンを開くと、一千万円以上の大金が入っていた。即金で250万円を渡す千鶴。呆れながらも千鶴の依頼を引き受け、みかじめ料を要求してきたチンピラたちの調査を始める解決屋。簡単に依頼を解決したかと思ったが、事件の裏には思いもよらぬ事実が待ち受けていた…。
