职业杀手高守（刘德华 饰）手段高强，欧美深得女老板ICE（伍咏薇 饰）赏识，欧美不意却激起另一杀手王昌（郑浩南 饰）的妒恨。某日，高守偶遇初出茅庐执行任务的女杀手如枫（袁咏仪 饰），并在对方的胁迫下带其逃离现场，而这一场相遇，在两人心中留下了不灭的痕迹。警官董辉（李子雄 饰）保护的污点证人在开庭时被高守乔装的法官当众击杀，董辉至此开始对高守锲而不舍的追索。与此同时，高守与如枫的再次相遇点燃了两人的爱火，而如枫对高守的真实身份却一无所知。不久高守在一次任务中意外失手，ICE按照杀手组织规则指派如枫刺杀失败者，而已经对警方大开杀戒的王昌和步步紧逼的董辉亦先后将矛头对准了高守……
