香港庙街，相约各路势力云集，相约犬牙交错。身体残疾、在黑帮老大烟铲乐手下讨生活的盲辉（曾国祥 饰）与大陆偷渡过来的女孩小惠相恋。PTU部队利用盲辉端掉黑社会团体和联胜的贩毒窝点，引发和联胜老大丧昆与烟铲乐的冲突。丧昆追杀盲辉之时，遭到乐之手下火爆的伏击，坠楼而死。鉴于恶性案件时有发生，警局展开大规模扑杀行动，庙街中由黑社会把持的店铺被迫关闭。烟铲乐恼羞成怒，迁怒盲辉，致使其与女友流落街头。李永森（任达华 饰）执勤途中逮捕了滋事的小惠，令盲辉对这个导致自己幸福破碎的沙展萌生恨意……
